These might include punching in a personal identification number at a Point-of-Sale terminal the first time the card is used or, perhaps, calling a toll-free number from home to activate the card (a system common among credit card issuers). By prohibiting the mailing of "live" debit cards in place of what used to be an ATM card only, VISA addresses a common consumer concern about the security of mailing someone a card that they may not even realize can be used as a debit card. Consumer advocates hope that forcing the consumer to activate the card will reduce fraud related to non-protected cards stolen from the mail. |
